Does the FBI really not think Osama Bin Laden did 9/11?

I’ve heard many times that the FBI doesn’t blame Bin Laden for the 9/11 attacks on the basis that there is not enough evidence. I figured I should finally check out what the FBI website says about him.

There’s a FBI TOP TEN MOST WANTED POSTER with Osama Bin Laden on it. It doesn’t blame him for 9/11, Bin Laden is only wanted for US embassy bombings in 1998. That’s not all. The poster has the word “Deceased” under the photo of Bin Laden, which suggests FBI thinks he is dead. This is unsurprising, but wait, there’s more. *gasp of excitement* It says the poster was revised in November 2001. This would suggest that the poster has not been tampered with in almost 14 years (closer to 13 years actually). Therefore it seems the FBI thought Bin Laden was dead already in November 2001 opposed to the claim by the Obama administration that he was killed in Pakistan in 2011.

Am I making this up? Am I misreading the information? Is the FBI website bullshitting me? Or was the bullshitter the US government when they came up with the (apparently) baseless accusation that Osama Bin Laden masterminded 9/11?

I know none of this is really news to people who care at all about 9/11 truth, but there’s a big difference between personally investigating this (or just bothering to spend 10 on the FBI website) and seeing some documentary say it.
